    I have a theory. When you hear the dial tone, it is actually not brodcast from the phone itsself, its another service. I suspect the government was using it and didnt know it was a dial tone server. I dont know much, so sorry if I am incorrect, how ever I do know the dial tone is not on the phone its self.
